You can, but you will have to set up a dedicated server (srcds) to get a bhop plugin to work. I've used the tftrue plugin before and its worked aight, sometimes it would crash the server though. If you have a server set up, try tftrue plugin, if you dont, i dont know if there's a way to get bhop to work on local servers. Could be wrong though.
