Not sure if that's the right term, but what what I mean is falling faster than your rocket, and then using two rockets to jump.

I've seen it pulled off effortlessly, except I need a good way to practice it. The only time I've pulled it off is on jump_beef (sad), which really isn't very usable in a real situation.

I'd appreciate some tips or specific jump maps that utilizes this jump, just so I can practice it and actually perform it.

After a while you just get a feel for it.  For me, it helped to shoot slightly later than I thought on some jumps, slightly earlier on others.  I think an effective way to judge when to shoot is to do it on the same jump, fall and fire your first rocket, and either look up to see when you need to shoot your second, or just wait for it to hit until you get a feel for it.

jump_sync is nothing but rocket syncs (also pretty hard once you get through the 2-sync jumps).

jump_bomb has some syncs that are pretty fun

jump_4starters has a pretty easy sync on jump A3

jump_annex 13 and 14 are good sync jumps (13 is a 3-sync)

I've been playing jump_bomb now, and even jump 5 is a huge help. Thanks!
